SAFE & GREEN

Simple, innovative, and environmentally desirable solutions for flood protection and prevention in 5 municipalities linked by common problems and joint vision

IPA II Cross-border programme

Serbia - Bosnia and Herzegovina

Measure 1.1 - Improving the productivity and competitiveness of the area’s economic, rural and environmental resources

Overall objective

To improve protection and prevention of floods and to set grounds for clean renewable energy production in partner municipalities

Specific objectives

SO1

To provide innovative technical solutions for flood protection, modelled on EU practice

Estimated result: Improved flood protection in min. 73 most flood-vulnerable objects

SO2

To improve the conditions in the torrential watercourses

Estimated result: Cleared riverbeds of torrential watercourses in partner municipalities – 1.600m

SO3

To improve cooperation between partner municipalities through networking of their authorities and institutions aimed at flood and environment management

Estimated result: Established cooperation between organisations involved with water resources and environment management from partner municipalities

SO4

To provide environmentally friendly and economically efficient solutions for erosion and landslide prevention thereby providing renewable source of clean energy

Estimated result: Improved erosion and landslide prevention in most flood-vulnerable areas and built environmental and economy resources for production of clean renewable energy

SO5

To raise awareness of general population about the flood management efforts and responsibilities in prevention, protection and reaction in case of floods

Estimated result: app. 2400 people reached by visibility campaigns during the project; raised awareness about the flood protection and prevention efforts and responsibilities

Main activities

Knowledge

  • Door-to-door visits aimed at selection of people/organisations for the flood barriers implementation and participation in project activities
  • Networking of organisations involved with water resources and environment management from partner municipalities: (e-networking, holding collaborative workshops, establishing partnerships) with the purpose of exchanging experiences and jointly undertaking long-term measures for flood and environment management

Mapping

  • Development of flood vulnerability maps
  • Re-assessment of flood vulnerability maps and development of joint strategy for multiplying of project results on both sides of the border

INFRASTRUCTURE

  • Installation of flood protection systems – flood barriers, modelled on EU practice, for protection of people and objects in most flood vulnerable areas
  • Clearing of the torrential watercourses in partner municipalities
  • Planting of willow “Salix Viminalis” as a renewable source of clean energy, in most flood vulnerable areas, for erosion, landslide and flood prevention

VISIBILITY AND COMMUNICATION

  • Initial visibility campaign (creation and dissemination of promotional materials and tools, kick-off event)
  • Interim visibility campaign (seminars for the general population and intense media campaign)
  • Closing visibility campaign (creation and dissemination of promotional materials, closing event)

Target groups

Get involved

Through e-networking and organisation of collaborative workshops, organisations from partner municipalities which operate in the domains of water resources and environmental management will exchange experiences and practices, jointly analyse the flood vulnerability maps, and jointly brainstorm the long-term measures for erosion and flood prevention, with clean renewable energy production efforts in the process, and multiplier effect achievement.
